This year 2009-2010 Eng./ Mousa Husain Al-Sarraf was selected as the award`s recipient because of his Leadership, and Pledged Dedication to Civic Development.

Eng./ Mousa Husain Al-Sarraf Born in 1947 in the Sharq area, Kuwait and raised in the same neighborhood Studied and graduated from Shuweikh High School in 1967, Received a scholarship from the government to study Engineering in the U.S.A. Attended transition year in W. T. Woodson High School in Fairfax, Virginia and graduated in 1968, Attended Toledo University graduated in 1972 with Bachelor of Science in Civil Engineering
Professional Career:
* 1972 – 1975 Junior Engineer.
* 1975 – 1985 Head of the Urban Planning Department and the Traffic Department.
* 1985 – 1990 Director of the Planning Department
(Urban Planning, Traffic Studies, Roads).
* 1991 – 1994 Deputy Chief Engineer for Construction, Planning and Surveying.
* 1994 – 1997 Chief Engineer for Project Development and Construction.
* 1997 – 2000 Deputy General Director for Project Development
(Construction – Project Develop. – Environmental Affairs – Safety).
* 2000 – 2006 Advisor to Head of Municipal Council for Technical Affairs.
* 2007 – 2008 Minister of Public Works and State Minister for Municipal Affairs.
* 2009 – Present Member of the Municipal Council.
